I don’t get why people work on such things. Don’t they understand the consequences of their actions? Especially working within china? How can this ever be used for good purposes by any government or company??

Well, the people working on this justify it as doing something good for the society.
This is clearly built for surveillance and unfortunately entities may misuse it.
